  • a lot of moving parts this hour thanks
  • for joining us the president heads to
  • Capitol Hill soon for lunch with Senate
  • Republicans many of them are worried
  • even after the big oval office address
  • last night that the White House does not
  • have a sound strategy to end the
  • government shutdown plus big
  • developments in the Special Counsel
  • investigation one is word rod Rosenstein
  • making plans to leave his post as Deputy
  • Attorney General his support of the
  • Mullah probe has infuriated the
  • president another is court documents
  • detailing that the Trump campaign
  • Chairman shared internal polling data
  • with a Russian operative at a key moment
  • in the 2016 campaign why all the secrecy
  • why all the lies and and most serious
  • why is the campaign chairman for a u.s.
  • presidential candidate providing
  • campaign polling data to someone linked
  • to a foreign adversarial Intelligence
  • Agency back to that in a moment but we
  • begin with a new and important promise
  • today from president Trump's choice to
  • be the next Attorney General a promise
  • delivered just as we learn the man who
  • currently oversees Robert mullahs Russia
  • investigation is heading for the exits a
  • source confirming to CNN the Deputy
  • Attorney General rod Rosenstein plans to
  • leave the Justice Department in the near
  • future that has Democrats nervous
  • because Rosenstein has weathered the
  • president's fury and defended the Mullah
  • probe Democrats also worried that AG
  • nominee William Barr won't protect the
  • special counsel because while in private
  • practice Barr offered a memo highly
  • critical of parts of the Moller probe
  • but Barr began making the rounds on
  • Capitol Hill just today including a
  • meeting with the incoming chairman of
  • the Senate Judiciary Committee Senator
  • Lindsey Graham says Bar does not share
  • the president's view that Muller is
  • leading a witch-hunt I asked mr. Barr
  • directly do you think Bob
  • mr. Muller is on a which eye he said no
  • do you think he would be fair to the
  • president in the country as a whole he
  • said yes that has a high opinion of mr.
  • Muller believes that mr. Muller is doing
  • a professional job will do a
  • professional job if he fared the
  • president the country as a whole and as
  • a reason for mr. Muller to stop doing
  • this job and is committed to allowing
  • mr. Muller to finish saying that's
  • mounted Roz we live on Capitol Hill
  • motto that from Lindsey Graham bill bar
  • is gonna have to say that directly to
  • come the Democrats at his confirmation
  • hearing but this is a this is critical
  • word from the president's choice
  • yeah no question is this is going to be
  • essential to him to actually winning
  • confirmation because there are some
  • Republicans who are concerned about his
  • writings about what he may actually view
  • about how the model investigation should
  • proceed and in order to get confirmed of
  • course in the Senate he cannot lose in
  • this new Senate more than three
  • Republican votes right now 5347 Senate
  • and several Republicans are watching
  • those words very closely so today's
  • remarks essential in order to calm those
  • Republican nerves now in addition to
  • making it clear that he believes the
  • Mulla probe should go on according to
  • Lindsey Graham he also said that he'd be
  • willing to release the the report that
  • Muller eventually puts together he was
  • willing to quote earlier on the side of
  • transparency according to Lindsey Graham
  • and that's a big question going forward
  • to about whether or not this report will
  • be released to the Congress whether
  • it'll release to the public and
  • suggesting that he may do that now
  • Democrats are not gonna be satisfied
  • with that yet they plan to push him much
  • further to hear exactly what he has to
  • say he has not begun his meetings with
  • Democratic senators yet but of course
  • next week his confirmation hearings so
  • significant and John still criticism
  • about Bart day Adam Schiff who doesn't
  • have a vote because he's a Republican is
  • in the he's a member of the House but
  • he's the House Intelligence Committee
  • Chairman told me today that bars should
  • recuse himself from overseeing the
  • Mulder investigation so those assurances
  • John certainly not at the moment
  • calming any Democratic nerves
  • John a start for Bill barb for the ways
  • to go Maharaja I appreciate it from the
  • breaking news off Capitol Hill with me
  • in studio to share their reporting and
  • their insights CNN's nia-malika
  • Henderson torini party with BuzzFeed
  • CNN's Jeff Zeleny
  • Julie Hirschfeld Davis with the New York
  • Times again bill burns gonna have to say
  • this at the table he's gonna have to
  • reassure Democrats not just Republicans
  • but this seems pretty well orchestrated
  • you have your meeting with the chairman
  • of the new chairman of the committee
  • Lindsey Graham who comes out and says
  • bill Barr obviously can't take questions
  • until he's at the confirmation comes out
  • and says doesn't thinks it's a
  • witch-hunt think smaller will be fair to
  • the president does not plan to interfere
  • in any way with the investigation and
  • that last part from I know quite
  • significant believes the report should
  • be made public all four of those points
  • pretty big deal I think it's a very big
  • deal again I mean he's not necessarily
  • bound by any of this and it's not going
  • to you know ease the concern of
  • Democrats this is going to most
  • certainly be a partisan vote but the
  • fact that he is going to release it I
  • think that is probably be most important
  • for an or he said he's open to releasing
  • it but look we still do not know how
  • these hearings are going to go and
  • there's still at least a month probably
  • until be a confirmation vote so the
  • question is that will the mobile report
  • come out by then before then the next
  • month is very important but certainly
  • this gives a sense that he is you know
  • going to be more of a standard Attorney
  • General not someone who's simply going
  • to be a wacky in that band a question
  • anyway because he's about to become or
  • at least on path to become the next
  • Attorney General a question all the more
  • so because of now this word rod
  • Rosenstein plans to leave the Justice
  • Department once there soon after bill
  • Barr is confirmed they know each other
  • rod Rosen thinks bill bar will protect
  • more and the like we I should know we
  • the acting Attorney General is actually
  • at the White House with the president
  • right now we could get interrupted to
  • see tape from an event at the White
  • House right now there have been
  • questions about Matthew Whitaker and
  • would he interfere with Muller and so
  • far despite the Democratic concerns
  • there's no public evidence at all the
  • Matthew Whitaker has interfered with MOA
  • this is one of the reasons Democrats was
  • skeptical of bill bar again while in
  • private practice he's a former attorney
  • general from the George HW Bush
  • administration in private practice
  • writes a memo gives a memo essentially
  • unsolicited advice to the Justice
  • Department about so James Comey is fired
  • does that constitute obstruction of
  • justice quote mower should not be
  • permitted to demand that the president
  • submit to interrogation about alleged
  • obstruction
  • malas obstruction theory is fatally
  • misconceived moas overly aggressive use
  • of the obstruction law should not be
  • embraced by the department and cannot
  • support interrogation of the president
  • to evaluate his subjective state of mind
  • now we assume his position with Lindsey
  • Graham was that was my personal opinion
  • now I'm going to be Attorney General but
  • if you read that memo and you're a
  • supporter the mullah probe that is a
  • reason to grill him well right and if
  • you read that memo and you're Donald
  • Trump that is a reason to potentially to
  • watch I mean none of what he says to
  • senators that's later relate to the
  • public through senators because he's the
  • one who's up for confirmation here he's
  • gonna bind him nor necessarily is what
  • he tells senators at his confirmation
  • hearings although he'll be under oath
  • and he'll be expected to you know to say
  • what is the truth at the time
  • circumstances can change and I think
  • that's why we're hearing a lot of
  • Democrats say okay well you know that's
  • good for now but our concerns still
  • stand and I think we're gonna hear even
  • tougher questioning on some of these
  • particular points that you mentioned are
  • in his writings because Democrats really
  • do need to delve into the details of
  • this if they're gonna feel comfortable
  • voting for him which i think is fairly
  • unlikely although I would not rule out
  • that he'll get more Democratic votes
  • than you think because of his history if
  • the Democrats remember when he served in
  • the HW Bush administration but he's
  • gonna have to answer these questions
  • that's one that's one this is just -
  • Lindsey Graham can he convince Democrats
  • that he means it and he's credible
  • number two if he does how does the
  • president react we've known from day one
  • of the administration the president
  • fused the Attorney General as his guy
  • his defender jeff Sessions is gone
  • because of that Rod Rosenstein took a
  • lot of harpoons from the president
  • because he defended and supported mauler
  • what's the president's reaction going to
  • be if he hears dilbar on his first day
  • making the rounds on Capitol Hill said I
  • support mauler I think he's being fair
  • to the president this is not a
  • witch-hunt I will not interfere I think
  • this is gonna be a balancing act that
  • that bar and frankly other
  • administration officials have had to
  • sort of walk in the last two years where
  • they have to keep Democrats and even
  • moderate Republicans satisfied while you
  • know keeping Trump from sort of lashing
  • out on Twitter as we see him do very
  • often I think one thing to note here is
  • that some moderate
  • Republicans could start expressing
  • concern as well because there are
  • vulnerable Republicans up for reelection
  • in 2020 Tom Tillis has repeatedly sort
  • of brought up his his bill to protect
  • the special counsel that was something
  • that he said he would reintroduce so you
  • might start seeing people like Cory
  • Gardner and Tom Tillis also bring up
  • some concern to a bar or in general
  • about protecting the special counsel and
  • and again to the moment rod Rosen says
  • he plans on leaving now our reporting is
  • that number one he's not gonna rush out
  • the door number two that part of his
  • decision in leaving is number one he
  • trusts Barr and number two he thinks
  • Muller is past the critical points that
  • Moe is now winding down has what he
  • needs to finish his investigation even
  • though they just reauthorized the grand
  • jury - what's and not another six months
  • so that tells you possibly not short
  • term but I just want to go through some
  • of the list here of why rod Rosenstein
  • everyone at the White House now says he
  • has a better rapport with the president
  • they're back on better terms however
  • he's the one who appointed robert muller
  • special counsel he has supported the
  • indictment of 25 Ruston Nationals he
  • supported the prosecution of Paul manna
  • for the prosecution of Michael Flynn and
  • Rick gates including their plea deals
  • the raid on Michael Cohen's home in
  • offices went through rod Rosen Stein the
  • Cohen charges and the guilty pleas went
  • through Rod Rosenstein and some of that
  • through the Southern District of New
  • York not Muller but part of the Trump
  • Justice Department has to go through the
  • Attorney General's Office those are some
  • things and not only that there was the
  • reporting about conversations that
  • Rosen's I may have had with Justice
  • Department officials and FBI officials
  • about recording the president and maybe
  • getting together on using the 25th
  • amendment against the President to oust
  • him from office but somehow he weathered
  • all of that and here he ends up now not
  • being as far as we know unceremoniously
  • you know exited and dumped by the
  • president but going out in a blur in a
  • pretty orderly fashion almost on his own
  • terms
  • having overseen the bulk of this
  • investigation so it's a really
  • interesting sort of situation he's had
  • over these last 18 months with this
  • president and now you know he'll exit
  • and the acting Attorney General
  • Democrats say they want to question him
  • now that the Democrats run the House of
  • Representatives Jerry Nadler the
  • chairman of the House Judiciary
  • Committee saying that they'll subpoena
  • Matthew Whitaker within the next few
  • days if he doesn't agree on a scheduling
  • the Justice Department has said look
  • we're partially shut down we
  • just need some time to the Democrats
  • really think that's just a stall and
  • what is it what do they have any
  • evidence that mr. Whittaker has actually
  • done anything to mess with Muller I
  • think they do suspect that it's a stall
  • but I'm not sure that they're gonna in
  • the middle of this whole mess over the
  • shutdown necessarily in the next couple
  • you know 24-48 hours after on the
  • subpoena idea and I also don't think
  • that they have any primary evidence that
  • he's done anything in particular but I
  • think there's a lot of suspicion given
  • what he said publicly in the past given
  • what his stance has been since he's been
  • acting attorney general that he is that
  • he is somehow carrying Trump's water in
  • a way that he should not be that's not
  • ethical and that he should be recused
  • from this these issues because of what
  • he said in the past and what he's done
  • in the past and so I think they're gonna
  • continue to press to try to get him in
  • front of them this is a manifestation of
  • what they you know this their subpoena
  • power now they have the ability to try
  • to force him to come and answer
  • questions and I think they're gonna
  • continue to press that you know it's
  • also a sign it seems to me of what the
  • White House is a plan is for every
  • request from House Democrats they're
  • going to slow walk it and potentially
  • challenge it here so it's not going to
  • be quite as easy and clean as some House
  • Democrats would hope before we go to
  • break I just want to remind our viewers
  • rod Rosenstein endured months of
  • hormones from the president and during
  • it developed it's a little dry but a
  • pretty fun sense of humor the dictionary
  • defines piling on as joining other
  • people in criticizing someone usually in
  • an unfair manner I also have experience
  • with that our decisions do not please
  • all the people all the time in case you
  • haven't noticed the Deputy Attorney
  • General has a few things to go back to
  • Washington and tend to you let the
  • president know that his favorite Deputy
  • Attorney General was here his own way a
  • funny guy up next the president has to
  • Capitol Hill to meet with members of his
  • own party can he convinced them to stick
  • to his shutdown plan

  • welcome back your government no closer
  • to opening today
  • then it was 19 days ago when this
  • partial shutdown government began
  • neither side showing any willingness to
  • budge we expect to hear from the
  • president any moment he has an event
  • right now in the Oval Office reporters
  • are in there likely repeating last
  • night's prime time message a wall he
  • says necessary in the president's view
  • to prevent bloodshed over the years
  • thousands of Americans have been
  • brutally killed by those who illegally
  • entered our country and thousands more
  • lives will be lost
  • if we don't act right now this is a
  • humanitarian crisis a crisis of the
  • heart and a crisis of the soul Democrats
  • say there's a problem at the border but
  • not a crisis they blame the president
  • for the shutdown and they accused him of
  • manufacturing this crisis choosing the
  • wall over federal workers my message to
  • President Trump and my Republican
  • colleagues in Congress is simple our
  • federal workers just want to do their
  • job it's time that you do yours take
  • your path forward take yes for an answer
  • instead he has chosen a wall over
  • workers that's the Democrats later this
  • hour the president heads up to Capitol
  • Hill to meet with Senate Republicans his
  • attempt to calm them and rally them to
  • be patient holds firm this afternoon
  • congressional leaders then come to the
  • White House very few players on either
  • side seem likely to blink at this point
  • everyone's holding firm in the words of
  • one Republican congressman just an Amish
  • last night quote nobody convinced
  • anybody CNN's Abbey Philip is live at
  • the White House Abbey the president
  • talking right now the board are certain
  • to come up in that meeting does anyone
  • at the White House have an easier view
  • of the off-ramp it does not seem that
  • this White House really has a clear view
  • of how this all ends but we are John on
  • the verge of this shutdown becoming
  • really clear in terms of how it's
  • affecting federal workers 800,000 people
  • on the Virgen a couple of days of waking
  • up without their first paychecks
  • and in these meetings this afternoon as
  • the president goes to the hill and leads
  • with congressional bipartisan leaders
  • here at the White House later today it
  • will be an opportunity to see whether or
  • not that pain is having any real impact
  • whether either side is willing to move
  • off their marks on this issue of how to
  • reopen the government in the meantime
  • reporters are in that room with
  • President Trump res right now as we
  • speak he is talking about the shutdown
  • and talking about this issue of whether
  • he is willing to declare a national
  • emergency in order to bypass Congress to
  • build the wall from the sounds of it the
  • president seems to be indicating that he
  • would prefer to negotiate he would
  • prefer to resolve this with Democrats
  • and Republicans in a room because
  • everybody knows that if he declares a
  • national emergency it basically takes on
  • negotiating with Congress off the table
  • so we'll see more about where this all
  • ends up and whether as you mentioned in
  • this meeting with Senate Republicans in
  • a couple of hours the president will
  • hear more concerns about whether this
  • shutdown should continue beyond this 19
  • day mark it's already approaching the
  • point where we are in almost historic
  • territory here and neither side has said
  • anything that's indicated that they are
  • changing their positions the president
  • still wants as well Democrats still want
  • the government reopened without any
  • changes to what they passed weeks ago
  • and I think that at this afternoon we
  • will get the first indication about
  • whether that's going to change at all
  • before Friday when these folks are
  • waking up not getting paid for the first
  • time in weeks
  • having Phillip at the White House Abbey
  • keep us posted if we hear more from the
  • president in that meeting we'll bring a
  • tape of that meeting as soon as we can
  • and so he goes up to Capitol Hill a
  • challenge number one is to keep the
  • Republicans in line I don't overstate
  • this but a number of Republicans have
  • started to voice a bit of the jitters
  • the fear among Republicans is when that
  • Friday comes and people don't get
  • paychecks that the phone's start ringing
  • and the federal workers start saying
  • enough what even if I support the wall I
  • want I want my paycheck thank you very
  • much we know so far
  • susan collins cory gardner lisa
  • murkowski three of the more moderate
  • more establishment republicans if you
  • will have said let's end the shutdown
  • and when the go she ate over the wall
  • but let's end the shutdown
  • some other republicans have voiced
  • concerns saying isn't there a better way
  • to do this tomorrow Alexander he's
  • retiring john Boozman of Arkansas
  • conservatives Shelley Moore Capital West
  • Virginia Pat Roberts of Kansas he's
  • retiring Mike
  • of South Dakota Marco Rubio Florida
  • people more traditionally conservative
  • what's the where are we is it just
  • concerns and grumbling mr. president we
  • need to see a strategy or they get it to
  • the point where they're say mr.
  • president change course I think we're I
  • think it's rumblings I think it's
  • certainly the first cracks I talked with
  • Lisa Murkowski just a bit earlier and
  • she said during the meeting today with
  • the president she is gonna bring this up
  • not that necessarily she's gonna get
  • into a big policy back and forth but
  • it's the issue of people are people are
  • off those calls are already coming into
  • their offices people are being affected
  • by this shutdown and this is the wrong
  • way to go we need to reopen and while we
  • continue to resolve these differences
  • and I think those calls will start to
  • grow what will be interesting to see is
  • whether you know in the past when there
  • have been differences between
  • Republicans and the President on Capitol
  • Hill when he when he goes to these
  • Senate lunches oftentimes they will hold
  • back and not say anything to his face
  • and it's all very you know he the
  • president gives his monologue and maybe
  • takes questions maybe doesn't you don't
  • hear a lot of direct pushing on the
  • president during these moments it'll be
  • interesting to see whether he actually
  • gets some of that today from people like
  • Senator Murkowski and others and whether
  • that affects any of their strategy
  • because right now as Abby said there
  • isn't really a strategy they may the
  • President may be indicating he'd rather
  • negotiate with Democrats than declare
  • this national emergency but there's no
  • strategy for doing that because he's
  • been unwilling to change his demands and
  • the Democrats are clearly not accepting
  • them so there's no way forward here and
  • I think there's very little confidence
  • on the part of Senate and House
  • Republicans that the White House has a
  • play here that they think can be
  • effective going forward and to that
  • point as the Republicans want assurances
  • from the president that you have a
  • strategy tell us what it is where do you
  • see the off-ramp what are you gonna get
  • here they also pick up the papers today
  • and they read the president's not happy
  • with what he's doing so far Peter Baker
  • in the New York Times writing that the
  • president was grumbling that you know
  • these people meaning his staff made him
  • gave the oval office address that he
  • didn't want to do it or making him go to
  • the border tomorrow to make a big play
  • of this that that's not what he wants to
  • do that will not inspire confidence in
  • members of his own party if they think
  • even the president's not sure that's
  • what he's doing well then what does he
  • want to do he's in charge so the buck
  • never seems to stop with him but the
  • reality here is I'm told a couple days
  • ago he did want the oval office address
  • because he liked
  • the idea of it but he didn't have
  • anything new to say that was the issue
  • so I mean he can talk and talk but there
  • is no off-ramp for this there was
  • finger-pointing talking past each other
  • I think the question here is every time
  • we have seen him go to Capitol Hill
  • you're absolutely right he generally
  • talks for most of the hour doesn't take
  • many questions most Senate Republicans
  • aren't going to stand up in that venue
  • at this point but House Republicans also
  • raising concerns about this so the
  • president not necessarily pleased I'm
  • told with the news coverage of the
  • speech last night but look at the
  • content of it it wasn't if you watch
  • what conservative critics are saying
  • because that's why this whole matter is
  • happening he was pushed into this by Ann
  • Coulter others so I don't expect much
  • relief or give from them so there is no
  • offer message last night
  • just before the speech she put tweet
  • tweeted an update no border welcome and
  • then after the speech she said great
  • speech called Congress urging
  • conservatives to call Congress to
  • support the president here's the
  • question in a normal Washington this
  • deal is pretty easy
  • yeah the president did win an election
  • on immigration he has every right and
  • every reason to ask for more border
  • security money and part of his wall
  • Republicans controlled the Senate they
  • have leverage Democrats now control the
  • house they have more leverage than they
  • did a few weeks ago so you split the
  • difference the president gets two
  • billion or four billion or three billion
  • and he gets most of the other things he
  • asked for Democrats would support more
  • Border Patrol agents humanitarian but we
  • don't live in a conventional Washington
  • nobody has to blame yeah and we live in
  • a Washington where as you said this is
  • the president that really is looking to
  • see what Ann Coulter has to say what
  • Rush Limbaugh has to say with the whole
  • entire you know kind of conservative
  • chattering class I had to say he was it
  • seemed to me he was close to basically
  • blinking on this and agreeing to this CR
  • to can to to keep the government open
  • then he heard from these folks that this
  • would be a bad idea for him and he's
  • also what is odd too I mean he's got
  • people like Lindsey Graham who really
  • goading him into a drawing this firm
  • line in not budging and basically saying
  • if you budge this is the end of your
  • presidency I mean that's not very
  • helpful to any sort of negotiation
  • Graham who not long ago supported a path
  • to citizenship for all of the
  • undocumented now is saying maybe you put
  • doc
  • into this but that doesn't seem like
  • it's a likely thing someone on the
  • ballot in 2020 I believe so yes it does
  • seem like the president really just has
  • not been in deal cutting mode and clear
  • sign for that was that he was sending
  • Mike Pence to negotiate with Democrats
  • in the last week and over the weekend
  • and you know we all know that at the end
  • of the day it's what the president has
  • to say and what he thinks is okay not
  • anything that Mike Pence tells Democrats
  • that's actually gonna lead to a deal his
  • best leverage for any deal was when the
  • Republicans still controlled the house
  • couple weeks ago it's less leverage now
  • but we'll see is this one place that up
  • next when redactions aren't really
  • redactions but first new data out this
  • morning on what the president calls that
  • crisis at the southern border Customs
  • and Border Protection figures do show
  • you see them right there the number of
  • families arrested for crossing from
  • Mexico into the United States hit a
  • record-high
  • for the fourth straight month Border
  • Patrol apprehended more than 27,000
  • family members that's in December a
  • nearly two hundred and forty percent
  • hike when compared for the year ago
  • we'll be right back just moments away to
  • hear from the president United States
  • he's been having a meeting in the Oval
  • Office the subject of the meeting human
  • trafficking legislation but during that
  • meeting in a crowded Oval Office the
  • president we know talking about his
  • address to the nation last night what he
  • views as a border crisis is demand for
  • funding for the border wall on the
  • president also of course about to go up
  • to Capitol Hill to try to make that case
  • to Senate Republicans that's listen to
  • the president okay thank you very much
  • appreciate you being here hasn't been so
  • long late last night and we're having
  • some very good times in our country
  • we're doing very well except for the
  • border the border is a big problem it's
  • a very dangerous problem and so I can
  • talk all about the job numbers and how
  • well we're doing on the economy the
  • stock market's up I guess now we're over
  • 30 percent since the election so many
  • good things are happening but we have to
  • take care of the border and we're all
  • working together I really believe the
  • Democrats and the Republicans are
  • working together I think that something
  • will happen I hope otherwise we'll go
  • about it in a different manner and
  • I don't think we'll have to do that but
  • you never know in a few moments I'll
  • sign legislation continuing my
  • administration's extensive efforts to
  • combat the scourge of human trafficking
  • I spoke about it last night human
  • trafficking it really hits a nerve
  • talking about in many cases women and
  • children grabbed throw it into the
  • backseat of a car or throw it into a van
  • with no windows with no any form of air
  • tape put across their mouths and there
  • they're brought across the border and
  • they don't go through check y-you heard
  • the president there president now
  • talking about human trafficking
  • legislation but you heard him at the top
  • of this event talking about trying to
  • work with Democrats and Republicans to
  • find a way out of the current government
  • shutdown the current impasse over his
  • border wall and other immigration
  • funding CNN's Abbey Philip still live at
  • the White House for savy the president
  • was interesting very cooperative tone at
  • the top saying I really believe
  • Democrats and Republicans are working
  • together they're not at the moment
  • but I'm wondering if that's a hint from
  • the Republican from the president about
  • what he wants but then he did also say
  • you know otherwise we'll have to go in a
  • different manner I hope we don't have to
  • do that that different manner would be a
  • national emergency declaration where he
  • would then use pentagon funding to try
  • to build a wall yeah John it was a bit
  • of a subdued tone from the president
  • going into these meetings and perhaps a
  • good thing because sometimes going in
  • blazing to these meetings is
  • counterproductive but as you pointed out
  • what we've been hearing basically from
  • both sides is that there's really not
  • much negotiation happening at all
  • there's there are not offers going back
  • and forth between the two sides in terms
  • of how to end this shutdown and the
  • president isn't changing his actual
  • position he is sounding a cooperative
  • tone about wanting to work with
  • Democrats about being optimistic that
  • negotiations will succeed but he has not
  • changed his position on his border wall
  • whether that is different at three
  • o'clock this afternoon it remains to be
  • seen I think the president is really
  • kind of staying firm on this and hoping
  • that Democrats change their mind but the
  • politics of the Democrats changing their
  • mind is really not in his favor at the
  • moment at the same time though
  • I think what you did here is the
  • president kind of taking a step back
  • from this national emergency'
  • conversation trying to say that the
  • first priority is actually to work with
  • lawmakers to try to come to a resolution
  • how much time he gives for that process
  • to play out given how this shutdown
  • continues to to to really drag on for
  • weeks and weeks is the is the big
  • question how long is he willing to give
  • negotiators to work it sounds like he
  • would prefer not to declare a national
  • emergency which would allow him to
  • bypass Congress but would create a
  • Pandora's box of legal and potentially
  • political problems for him and for his
  • party going forward John happy Philip
  • appreciate that the White House let's
  • come back in the room again I want to
  • lay be very clear it is dangerous to
  • over invest in any one particular remark
  • by the president who has a history of
  • saying a on Monday and Z on Tuesday if
  • not by sundown the same day but with
  • just a tone just just just a tone I
  • really believe the Democrats and
  • Republicans are working together I
  • really believe we can get a solution
  • here is that is that and again this is a
  • risk is that a president who saw the
  • morning-after reviews of the oval office
  • address which made the gap wider did not
  • make a solution any closer trying to say
  • it's time to talk it might be but I
  • think it's also he is trying to look
  • like he is the more reasonable one he is
  • trying to I think go Democrats into
  • doing something which they very well may
  • do or one member of the new House
  • Democrat you know to say something
  • obscene or to say something president he
  • is trying to look like the adult in the
  • room if you will but we have no idea
  • what he's going to say by the end of the
  • week or tomorrow visits the border or 80
  • minutes he he was not he he would not
  • say if he would sign other
  • appropriations bills he was asked by
  • reporters in the Oval Office again and
  • again would you sign other bills to open
  • up the government he kept asking
  • reporters would you do that would you do
  • that this is coming from a pool reports
  • in the room he would not say if he would
  • do it but I do think there is consensus
  • and he may hear this obscene Republicans
  • they do not want him to declare national
  • emergency because that throws this into
  • further chaos
  • that it's much harder to get out of I
  • mean with what that reminded me of and
  • underscored I not to be a cynic here but
  • is not necessarily a more conciliatory
  • president who's willing now to do a deal
  • but it reminded me of that meeting that
  • he had with Chuck Schumer and Nancy
  • Pelosi in the Oval Office back in
  • December when he went on and on about
  • I'm proud to shut it down over the wall
  • I'm proud to do it I'll take the mantle
  • and then when the cameras had left
  • apparently turned to them and said hey
  • guys I think we can really work together
  • and do some great things together in the
  • next Congress and I'll force Republicans
  • in the Senate to go along if we can do
  • really great deals to me that speaks to
  • the degree to which the president is
  • living on another planet when it comes
  • to knowing how to deal with Congress he
  • does not understand how to get a deal
  • done and that is coming through in all
  • sorts of ways in this whole shutdown
  • mess and I think that is part of what's
  • at play here he does see I think Jeff is
  • right that Democrats right now are
  • trying to take the mantle of looking
  • like the more responsible the grown-ups
  • in the room the people who actually are
  • being reasonable here and he wants to
  • take some of that back but I also think
  • that it's also true that he does not
  • know how to proceed here if he did want
  • to get the kind of deal that he's
  • talking about given that he's not
  • willing to you know in that part is a
  • problem because he's about to go into a
  • room a private room for the Senate
  • Republican lunch a number of them are on
  • the ballot in 2020 some of them were
  • just on the ballot and their phones are
  • ringing with federal workers who have
  • been furloughed who are trying to pay a
  • mortgage or pay their rent or pay
  • tuition or buy gas for the car who are
  • just asking what and if the president
  • they don't know if they don't have a
  • clear direction from the president this
  • is not a new not a new thing but we're
  • in the that they often see the president
  • like a ping-pong ball but in the middle
  • of this they want an answer from the
  • president what's your strategy what's
  • your endgame and also where you will in
  • a compromise what do you want to take I
  • think the president is definitely going
  • to get grilled on all of those things
  • when he goes into that Senate lunch but
  • I thought it was interesting in based on
  • at least the full reports that we're
  • seeing that the president I think for
  • one of the first times really did start
  • addressing some of the concerns that
  • Democrats and some moderate Republicans
  • have brought up in terms of you know
  • what about drones and modern technology
  • is the wall the best way to do this and
  • he you know said drones don't stop and
  • won't stop thousands of feet
  • from coming in you know based on the
  • pool reports he also said something
  • along the lines of you know walls work
  • because they worked in medieval times
  • and they might not be modern technology
  • but they work so he's sort of pushing
  • back on some of those comments that
  • Democrats and moderate Republicans have
  • been making on on TV the last few days
  • and trying to get him to reopen the
  • government yeah he's that he's sir he's
  • pushing back he's not really I think
  • moving in terms of what he wants to see
  • the the five billion dollars or so for
  • this wall in some ways he is they're
  • sort of oh well maybe it can be a steel
  • slat wall or arguing that somehow that's
  • what Democrats wanted that's not really
  • true it's also you wonder in what ways
  • the president is gonna learn things he
  • doesn't really understand like he does
  • seem to think that most of these federal
  • workers are a Democrats and in the kind
  • of greater DC area
  • one of the reasons but Lisa Murkowski is
  • so concerned so there are a lot of
  • federal workers in Alaska so you wonder
  • in what ways a lot of these Republicans
  • feel like this will be a learning
  • session for him he also seems to not
  • stop one second yeah he's been president
  • a month shy of two years I'm sorry I'm
  • sorry the first couple of months you've
  • never been in politics before ran a
  • small family business didn't have board
  • of directors didn't have people speaking
  • up to him didn't have to deal with
  • opposition or two years in he's the boss
  • of every one of these days he is their
  • boss whether they're Democrats
  • Republicans independents whether they
  • vote or don't vote whether they support
  • him on some issues or no issues he's
  • their boss I he I'm past the point where
  • I had these conversations about you know
  • well maybe the president's gonna learn
  • how the government works from this
  • really workers I'm not disagreeing with
  • you I'm just I'm just saying that it's
  • just Republicans defend him but say well
  • he's about to learn yeah I know no I'm
  • not no I'm just saying that this is this
  • is the real he also just doesn't really
  • seem to understand that most of the
  • people were coming across the border are
  • asylum seekers which is a completely
  • legal process and that a wall isn't
  • gonna stop these folks from presenting
  • themselves to border agents and and
  • getting into the system and waiting for
  • asylum so you know in that in the pool
  • report he says you know there's
  • thousands pouring across the border and
  • drones won't really stop that there they
  • also don't pour across by the thousands
  • right
  • right let's go back listen to more of
  • the president's comments with reporters
  • in the Oval Office all of the other
  • things the sensors and the drones it's
  • all wonderful to have and it works well
  • but only if you have the wool you don't
  • have the wall it doesn't matter a drone
  • isn't stopping a thousand people from
  • running through and so we can all talk
  • and and you know interestingly if you
  • look every virtually every Democrat over
  • the last 15 years they've approved what
  • we're asking for so I think we're doing
  • something I think we're getting closer
  • but we really have to think about the
  • people of our country this is not a
  • fight I wanted I even want this fight
  • you have to think about the people of
  • our country and we have to do what's
  • right and our border and and many other
  • places but we have to do what's right in
  • our border human trafficking cannot be
  • stopped if we don't have a steel barrier
  • or a concrete wall something very
  • powerful it cannot be stopped there is
  • nothing we have the most talented
  • law-enforcement people in the world as
  • far as I'm concerned right alongside of
  • being behind me it doesn't mean a thing
  • if they're going to be driving women and
  • children through sections of the border
  • where nobody is what you can't be
  • because you don't have enough manpower
  • or a woman power you don't have enough
  • of anything you have 2,000 miles of
  • border so if you're not going to stop it
  • in all fairness there's not much they
  • can do they can get them every once in a
  • while but the other way we can eliminate
  • the problem as it pertains to the area
  • that is the worst problem probably the
  • world's worst problem because they come
  • into the United States because we have
  • the money it's true with drugs and
  • everything I said for human trafficking
  • is also true with drugs so we're going
  • to get the politics out of this and go
  • back to common sense you know they say
  • it's a medieval solution a wall that's
  • true it's medieval because it worked
  • then and it works even better now Israel
  • put up a wall 99.9% successful according
  • to Bibi Netanyahu he came into my office
  • a couple of months ago he said what's
  • with the wall we put up a wall it was 99
  • nine percent successful ninety-nine
  • point nine I said you mind if I used
  • that number he said you know cuz they'll
  • still fact-checking of those ill it was
  • actually only ninety nine percent the
  • president told the FIB now he told me
  • ninety-nine point nine maybe he'll
  • change it make it 99 but they put up a
  • wall and they don't have a problem
  • anymore and we have to do the same thing
  • the United States must not incentivize
  • or enable these evil crimes instead we
  • should do everything we can to fight
  • them and that's what we're doing I call
  • on Congress to send me a funding bill to
  • secure the border build a barrier and
  • help end this horrific assault on
  • innocent life not to mention the drugs
  • not to mention the gangs and the
  • criminals and I will very gladly sign
  • this legislation having to do
  • specifically with a horrible horrible
  • worldwide problem human trafficking and
  • it's my honor to do it and I very much
  • appreciate all of the Democrats support
  • I very much - thank you
  • just I'll explain the press so often for
  • my whole life I'd watch residents they'd
  • sign one letter one letter disaster so I
  • signed it with one pen and then I had
  • that pen just works out much better it's
  • also a lot faster messed up yeah one of
  • my guys guys come on where are they just
  • pass them around I think we have enough
  • we have enough for everybody
  • we're pretty accurate in my count okay
  • where's my senator back there wait at
  • least we have to take care of the
  • Republicans mr. president what do you
  • say to those federal workers security
  • guards Secret Service agents TSA agents
  • who are now going without pay I think
  • they have been terrific these are
  • terrific Patriots a lot of them agree
  • with what I'm doing and I hope we're
  • gonna have the situation worked out but
  • they want security in our country and
  • soda life that's all we want we want
  • security we want common sense we want
  • secured in our country when you look at
  • what's going on immigration just went to
  • very high on your list so even on your
  • list immigration is very higher than
  • lists but we're not talking about just
  • immigration and I would like it I'll say
  • it in front of some of our Democrat
  • friends here I would love to see a big
  • immigration bill well we really take
  • care of the situation I know you want to
  • everybody wants to wouldn't watch it
  • right now we have a problem we have to
  • take care of this and it's quicker and
  • easier to do this individually but we
  • would like to see real immigration
  • reform in this country because we need
  • it and it could be a beautiful thing and
  • with all of the companies coming into
  • our country we have seven car companies
  • now that are announcing or have
  • announced just recently and we have many
  • car companies and other companies as you
  • know they're flowing in we have the best
  • job numbers virtue
  • that we've ever had four
  • african-american the best effort
  • Hispanic Asian the best ever the best in
  • 50 years in the overall number and soon
  • that's going to be beaten so we have the
  • best job numbers we need people we need
  • great qualified people we want them to
  • come in so I think it's a great time
  • right now because of that we need people
  • robbed and I mean in Ohio you need
  • workers and I know you feel the same way
  • I know Chris I've been on speak to Chris
  • but everybody wants to see immigration
  • reform it just it's overdue and it's
  • always been very political and maybe
  • this will turn out to be a blessing in
  • disguise but John I will tell you this
  • the people out there want something to
  • happen at our southern border whether
  • it's human trafficking whether it's
  • drugs whether it's criminals whether
  • it's ms-13 the folks behind me know all
  • about ms-13 and how violent and vicious
  • they are and where they come from and
  • they all come from the same place and
  • they all come in the same way they come
  • right across that border and we've
  • thrown thousands out I would say
  • thousands my fellows have been literally
  • ms-13 and you have a lot of it I know
  • that rich we throw thousands out a year
  • and then they come back and we move them
  • all the way back to where they came from
  • all the way back and they find a way to
  • come back again
  • we need strong borders and we need
  • immigration reform beyond that we need
  • immigration reform put ok but these
  • people have to go without their
  • paychecks they're there being somewhere
  • being forced to work without pay some
  • have been furloughed these are workers
  • money they're all gonna get the money
  • and I think they're gonna be happy and I
  • will tell you and I say it often many of
  • those people that you're talking about
  • so humanely the way you express it but
  • many of those people that you talk about
  • are on my side I've had so many people
  • the beautiful thing is with social media
  • the world can write to you and you take
  • a look at social media so many of those
  • people are saying it's very hard for me
  • it's very hard for my family but mr.
  • president you're doing the right thing
  • get it done I've had so many of them
  • they're Patriots they love our country
  • and they want to see it be done look
  • this is just common sense they want to
  • see it
  • done correctly we need a barrier we have
  • to stop people from coming in the way
  • they come in and if we don't have it you
  • can never have border security or unless
  • you have a steel barrier a concrete wall
  • you can call it whatever you want but
  • without it you'll never have you could
  • have the greatest talent in the world
  • you will never ever in a million years
  • you will not have water security can't
  • happen what's the current thinking on a
  • national emergency
  • why didn't you announce it last night
  • and win my shoes I think we might work a
  • deal and if we don't I may go that route
  • I have the absolute right to do national
  • emergency if I want my threshold will be
  • if I can't make a deal with people that
  • are unreasonable the Republicans who are
  • now on Capitol Hill saying oh I think we
  • have tremendous Republican support I
  • tell you what I just spoke to a few of
  • the people in the house we have
  • tremendous support the Senate has been
  • incredible Mitch McConnell has been
  • incredible he said if the president's
  • not going to sign it I'm not going to
  • waste my time and I mean Rob Portman is
  • here he can tell you he's very strong on
  • border security we have tremendous
  • support in the Senate we have tremendous
  • support in the house and by the way you
  • know they say oh is it true that
  • somebody's put you know a congressman he
  • broke away okay yeah everyone said well
  • you're gonna have that but you know who
  • else yeah as that the Democrats have
  • that too because they have their people
  • breaking away too you know why because
  • they know you need border security but
  • you don't report that but the fact is
  • that there's tremendous support I would
  • know without support I would be the
  • first one to know I may be the last one
  • to but there is tremendous support right
  • now if I did something that was foolish
  • like gave up on border security the
  • first ones that would hit me are my
  • senators that be angry at me the second
  • ones would be the house and the third
  • ones would be frankly my base and a lot
  • of Republicans out there and a lot of
  • Democrats that want to see border
  • security okay what else so why not sign
  • the other bills though so some of these
  • workers can get paid the government
  • should do
  • you give you a no do you think I should
  • do that job I mean it's not for me to
  • not watch your one-sided reporting do
  • you think I should go there hey John no
  • seriously John do you think I should
  • just sign well the argument has helped
  • me tell me guys you just I'm saying that
  • if you sign that these workers can start
  • getting paid the government would do
  • that if you were in my position you'd do
  • that I'm not in your position I'm asking
  • you if you've got something I'm asking
  • you would you do that if you were in my
  • position because if you would do that
  • you should never be in this position
  • because you'd never get anything done
  • goodbye everybody thank you very much
  • thank you presidents and the Oval Office

  • to turn a phrase it was a perfectly good
  • question to the president from john carl
  • asking the president why not sign the
  • other appropriations bills reopen the
  • government so at least most federal
  • workers could go back to work the
  • president's barring there are very
  • interesting the president never get
  • let's facts get in the way of his
  • argument he said there are Democrats who
  • are wavering too on this border shut
  • down there's been no evidence of that so
  • far significantly though again the
  • president now is going up to Capitol
  • Hill to meet with Senate Republicans
  • many of whom are nervous he doesn't have
  • an exit strategy here government shut
  • down his demand for the border wall in
  • the middle of that he says let's do a
  • big immigration bill mm-hmm let's do a
  • big immigration bill the president
  • walked away from a deal last year that
  • wasn't there was big not huge but big
  • where he could have legalized the
  • dreamers so-called daca recipients and
  • gotten the money for his wall the
  • government is now shut down because the
  • president doesn't have the money for his
  • wall what was that so this is something
  • he's beginning the third year of his
  • presidency he is going to have to start
  • dealing with his own record and what he
  • did and didn't do I'm not sure if he
  • doesn't remember or you know simply
  • moving on but he had the chance for that
  • now I think a big open question the
  • structure has changed since last year
  • the divided government has changed I
  • don't know if Democrats as were saying
  • earlier would even give him the same
  • deal that they did only three weeks ago
  • so that is the situation here I think
  • the biggest point of all this his
  • credibility when he talks about the
  • crisis at the border simply has
  • evaporated in many
  • Beks because he has talked about it so
  • much you can only scream fire so many
  • times here so boy if there was an exit
  • strategy or off-ramp in that
  • conversation I didn't hear it yeah he
  • really was all over the place I mean it
  • was like I mean you get the sense if
  • this is what he brings to this meeting
  • today you can see why they are already
  • frustrated and not only lonely deep in
  • frustrations I mean you can't negotiate
  • with him because he's all over the place
  • a few facts and he said this is not what
  • I wanted
  • this is not what I wanted he said he
  • didn't understand this is hard for
  • federal workers he's called them
  • Patriots he said many of them he says on
  • social media many of them are supporting
  • him some certainly do I'm sure some do
  • some clearly have made clear they need
  • their paychecks and they want but not
  • what I wanted again for in the don't
  • expect consistency Department this
  • sitting in the Oval Office saying this
  • is not what I wanted was the same
  • presidents who just a few weeks ago with
  • Chuck and
